Seattle's downtown showed some recovery post-pandemic with office work reaching 55% of pre-pandemic levels. However, office vacancies increased, and the central business district vacancy rate might approach 30% by the end of 2024. Mayor Bruce Harrell's Downtown Activation Plan includes various initiatives for economic and social revitalization​​.

As 2023 closed, Downtown Seattle showed mixed signs of recovery from the pandemic. Office work had returned to about 55% of pre-pandemic levels, a significant increase from 43% in February. Summer tourism and major events helped boost hotel occupancy to 2019 levels. However, office vacancies increased, with the central business district vacancy rate growing to 24%, up from 21.2% in February and much higher than the 6.6% in 2019. Despite these challenges, experts anticipate a recovery for Seattle's office market, with Mayor Bruce Harrell's Downtown Activation Plan focusing on revitalizing the area​
